Enemy In Our Midst 内なる敵

Who (what?) is the real enemy? In January I attended a disaster mitigation training session near my home. These sessions are run by a volunteer organization with the cooperation of various public utilities, and can be attended by anyone living in the specified area. We learned about alternate water supplies, where to shelter, how to shelter pets, how to use an automatic external defibrillator, portable toilet operation, and two-way radio operation. They also had a tent which simulated the experience of being in a smoke-filled room during a fire, which was quite disorienting.

The entire session lasted about 2 hours, and had about 50 attendees. That was a fairly small turnout, but I imagine if such a training session were held in America, very few people would show up to train for an event that isn’t an immediate threat.

When I was an elementary school student in New York, we often had air-raid drills where we would practice how to shelter beneath our desks in the event of a bomb attack. There was also an air-raid shelter in the basement of our school. Unfortunately, the biggest threat to the life of a student in America today is not a foreign country’s armed forces, but a classmate with a gun. And the next airplane that attacks America might be one that is owned by a commercial airline.

Looking back, I am reminded of a more innocent time when our “enemies” were more clearly defined, as were their actions and intentions.

本当の敵は誰 (何？)？ 1月に、自宅近くで行われた防災訓練に参加してきました。この訓練は地域の防災拠点運営委員会（ボランティア）が主催しており、消防署・区役所・小学校・水道局・消防団が協力し、指定地域に住む人なら誰でも参加できるものでした。私たちは、緊急給水訓練、AED等緊急救護訓練、無線通信訓練、防災備蓄庫の資機材展示、ペット受入のデモンストレーション・説明、下水直結式仮設トイレの組立設置訓練、避難所（小学校の体育館）区割り訓練、炊き出し訓練をしました。また、火災発生時に煙が充満した部屋にいることをテントでシミュレートする「煙体験」もあり、目の前がほとんど見えずかなり混乱し、火災の恐ろしさを感じました。そして日頃からのひとりひとりの備えが大事なのだと痛感しました。

訓練全体は約 2 時間続き、参加者は約 50 名ほど（ちょっと少なくない？）でしたが、アメリカでこのようなトレーニング・ セッションが催された場合、差し迫った脅威が具体的にない限り、一般の参加者はほとんどいないと思われます。

僕が子どものとき、ニューヨークの公立小学校では爆弾攻撃に備え、机の下に潜る訓練を頻繁に行っていました（同じ行動が日本では地震に備える訓練なのですよね）。学校の地下には防空壕までありました！ しかし悲しいことに、現在アメリカの学生たちにとって最大の命の脅威は、敵ではなく、銃を持った同級生です。そして、次にアメリカを攻撃する飛行機は、民間航空会社の所有物かもしれません。

今思い返すと、あの頃は仮想敵がはっきりと定義されていて、その行動や意図も明確であった。複雑化した現在の世界情勢・社会情勢と比べると、無邪気な時代であったのだなぁ、と思います。
